On March 29th, Zhang Jianchun, Vice Minister of the Publicity Department of the CPC Central Committee, presided over the 10th Plenary Session of the Inter-Ministerial Joint Conference on Promoting the Use of Legitimate Software in Beijing. Zhang emphasized that promoting the use of legitimate software, as an arduous and important work, is a long-term strategy, which relates to both domestic development and international image. The year 2021 marks the beginning of the “14th Five-Year Plan”, and the 100th anniversary of the founding of the Communist Party of China. It is also a year of special importance in the course of China’s modernization. The joint conference members shall further improve their ideological understanding, earnestly implement the spirit of General Secretary Xi Jinping’s important instructions on comprehensively strengthening IPR protection, and thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, thus working together, forging ahead, creating new situations with new acts and fostering sound cultural environment for celebrating the 100th anniversary of the founding of the Communist Party of China.

It was indicated at the meeting that members of the 2020 joint conference shall be guided by Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 19th national Congress of the CPC as well as its Second, Third, Fourth and Fifth Plenary Sessions, thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, and coordinate epidemic prevention and control and the use of legitimate software, thus consolidating the results of software legalization, optimizing the copyright environment of the software industry, and enhancing online information security centering on key units and industries, such as party and government agencies, state-owned enterprises and financial institutions, and make due contributions to building a well-off society in an all-round way. Zhang put forward four requirements for promoting the use of legitimate software in 2021. First, strengthen organizational leadership and further play the leading role of the system. Second, highlight the focus of work and further consolidate and expand the work results. Third, strengthen supervision and inspection, and further implement the main responsibilities of market entities. Fourth, focus on key links and further improve safety and development.

Representatives from relevant departments and units attended the meeting. The session reviewed and approved the 2020 work report and the 2021 work plan of the joint conference.
